fix(smart-locate): 已有选择器优先使用 + 前端超时增加到10分钟

- 智能定位时如果步骤已有选择器，直接使用不再重新定位
- 已有选择器验证失败时仍保留原选择器（避免覆盖用户手动配置）
- 前端智能定位超时从3分钟增加到10分钟（适配Claude调用耗时）
- 测试通过：系统设置用例6/6步骤定位成功，耗时32秒
